When a Cubacel line is nearly out of credit, a top-up sent from abroad and the Advance Balance service are not the same solution. A top-up adds credit to the line through a provider; Advance Balance is managed from the phone itself and appears only when the line meets several conditions. ETECSA updated these rules on October 1, 2026. Before paying for another top-up or assuming the service is broken, check the main balance, the latest top-up, and the restrictions on the line.

Quick answer

ETECSA says Advance Balance lets a user request 25 CUP or 50 CUP through *234#, option 3. To qualify, the main balance must be below 0.75 CUP, the line must have received at least one top-up within the last two months, there must be no outstanding debt from a previous advance, the line cannot still hold minute, message, or money bonuses, and pay-as-you-go charging must be disabled. Meeting only one condition is not enough: all of them must apply.

An international top-up can restore credit, but ETECSA's public page does not specify which top-up channels count toward the last-two-months requirement. It is therefore unsafe to promise that any external purchase will enable Advance Balance. First confirm that the top-up arrived, then check the option from the line.

Top-ups and Advance Balance solve different problems

Situation What to check
You want to add credit from outside Cuba Use a top-up provider and verify the number before paying.
The recipient has almost no credit and needs a temporary option Check whether the line meets every Advance Balance requirement.
The purchase is marked as sent, but the balance did not change Check the main balance and top-up status before repeating it.
Advance Balance is missing or will not continue Review balance, recent top-up, previous debt, bonuses, and pay-as-you-go charging.

A top-up is an external transaction: the sender selects an amount, enters the number, and pays. Ding describes that flow in three steps and says the recipient can check the main balance from Cuba. Advance Balance, by contrast, is not a sender purchase or a top-up promotion. It is a feature of the Cubacel line and is subject to eligibility.

The five official requirements

1. Main balance below 0.75 CUP

This condition applies to the main balance, not to the combined resources that may appear in other wallets or bundles. The recipient can dial *222# to check it. If the main balance is equal to or higher than the published limit, the line does not meet this requirement.

2. One top-up within the last two months

ETECSA requires at least one top-up during that period. The official wording says “two months”; do not convert it into 60 days or assume an exact date without checking the history. If someone else paid for the top-up, keep the receipt and order time, but use confirmation that it reached the line as the relevant reference.

ETECSA's page also lets the recipient check top-up status with *222*732#. That code helps distinguish a purchase that has not appeared yet from a line that did receive credit but still fails another Advance Balance condition.

3. No outstanding debt from an earlier advance

If the line already used Advance Balance and still has a debt, it does not meet the requirement. In that case, sending another top-up without understanding the debt status can create the wrong expectation. The public information reviewed does not explain the deduction or repayment order on that page, so no sequence should be invented.

4. No minute, message, or money bonuses

A very low main balance does not necessarily mean the line has no resources. ETECSA excludes lines that still have minute, message, or money bonuses. The recipient should review all available resources instead of relying on a screenshot of the main balance.

For bonuses and USD plans, ETECSA publishes *222*266#. Data, voice, and SMS plans have separate codes: *222*328#, *222*869#, and *222*767#. This check prevents an active bundle from being mistaken for a missing top-up.

5. Pay-as-you-go charging disabled

Pay-as-you-go charging must be disabled. If the line meets the other requirements but this mode remains active, Advance Balance may not be available. The official page reviewed does not say that a top-up automatically changes that setting, so payment should not be assumed to solve this condition.

Checklist before sending another top-up

  1. Ask the recipient to dial *222# and confirm the main balance.
  2. If a top-up was already paid for, check its status with *222*732#.
  3. Review whether at least one top-up arrived within the last two months.
  4. Confirm that there is no debt from an earlier advance.
  5. Check that no minute, message, or money bonuses remain.
  6. Verify that pay-as-you-go charging is disabled.
  7. Only then try *234#, option 3, to request 25 CUP or 50 CUP.

If the sender has not bought the top-up yet, use Billetaxo's current catalog and check which amounts and methods are enabled at that moment. During this verification, the catalog was updating offers and methods, so this guide does not claim that a specific option is available today. You can also review the top-up guides to avoid duplicate orders or confusing main credit with bonuses.

What to do if the option still does not work

Do not immediately send a second top-up just to “test” the line. First collect the purchase time, the Cubacel number, the provider receipt, and the USSD query results. If the purchase is marked as sent but the main balance did not change, file a claim with the provider that processed the top-up. If the balance did arrive and the line appears to meet every condition, the recipient should confirm the status with ETECSA.

The practical conclusion is simple: a recent top-up is only one requirement. Advance Balance also depends on the main balance, earlier debts, bonuses, and pay-as-you-go charging. Checking each item separately prevents duplicate payments and makes it possible to identify the missing condition accurately.
